[JIRA] (JSSH-13) Add unit tests for XML parser issues

Two of the tests behaved as expected and are now active, expecting exceptions and will complain if the parser accepts the bad input.

One of the tests for weird DTD syntax is not throwing, and my notes suggest that it was at some point, presumably in Java 11. Either my notes are wrong or Java regressed, but I don't have a strong idea which. It's a DTD bug, and we're not exposed to that in practice, so for now it's checked in disabled.
