The property has always defaulted to true as far as I know, and the property itself isn’t active on an upgrade at all. None of the properties in that new file activate on an upgrade, the XML declarations are still used.

In addition, extended flows are fully deprecated and will be removed from a future version, so you should absolutely get off that feature.
