There is no chance this is a code change. Is shibd running at the same time as the command line? I would suspect that might cause issues, and it’s definitely not intended to work reliably that way. if we can’t reproduce it as a single process running, I wouldn’t likely do much about it. (I wouldn’t really be able to do anything anyway, no time to work on this, but I want it tracked.)
