I think that the way I want to run this is

* Add the Read ACE with USERS=GENERIC_READ (or whatever the precise values are as per the IDP)
* Add an (external provided) property called WEBSERVER_USER and add a read ACE for that

* if not supplier WEBSERVER_USER is

* IIS_APPOOl if we are installing IIS
* USERS otherwise (so it collapses into the first bullet)

This gives user control of all situations (I think) After all if they are feeling radical they can say WEBSERVER_USERS=Everyone
