The support class (CredentialConversionUtil) should be in -api I think, as other modules depend on it and they probably should not depend on the -impl module. Henri Mikkonen ( https://shibboleth.atlassian.net/secure/ViewProfile.jspa?accountId=557058%3A1614c4a5-c89e-4edc-9421-990bd6ea85fd ) this is used in a few places in the OP. So I will leave it to you to decide if this is a) sensible, and b) something you want to do for 2.2.0.
