Reopening to say that we agreed to add USERS=GENERIC_READ to the ACL.

I also want to see whether I can conditionally add IIS_APPOOL to the ACL (read only)

There is a big issue here in that if we then install on a machine with IIS installed but without IIS_APPOOL then the install will fail when the service fails to start (I have yet to work out how to let the install complete even if the service start fails).
