Phil added a feature to the Duo plugin that can create a separate audit record pair before and after that flow is doing work by having a separate formatter map and a dedicated call to the WriteAuditLog bean.

This is in hindsight exactly what people have asked us for in the login flows, so I think we should just do this across all the flows using a convention of logging to Shibboleth-Audit.FlowName (i.e. to the existing audit log by default but allowing separation).
