Per 2022-11-04 dev call, consider adding versions to comments in configuration files (specifically properties files but could also include xml files as well).

For example :

# Since 4.X
# Auto-load all files matching conf/**/*.properties
# Disable if you want to manually maintain a list of sources.
idp.searchForProperties = true

Idea is to make it easier to track changes across IdP versions.

Also discussed a property registry/glossary to document default values.
