The interpretatioon that seems to fit would be that it always uses the OS locale to try and find a matching file. For an English default OS, it looks for the en file, can’t find one, and then drops back to the bare file, which happens to be English. Whereas for Italian, there is a file for it to use so that gets picked.

The question I guess is what one could even do about it. I’m not sure there is an improvement to make here, unless it’s just to explicitly create the English file, but even if we did that, the observation about an Italian default locale probably still holds, that’s just establishing the default language to use if the language isn’t being set somehow.

I can’t see how creating or linking an en file would change that.
