Filing a TBD to add TLS support to the connections. The server end should be implementable natively in Java with the usual potential options, potentially including client cert authn if we can get it.

The plan is to use stunnel in client mode so agents wouldn’t need TLS capability but we shouldn’t need that to get the server supporting it.
