I think this just fell out of the update to the site plugin itself. From 3.9.1 to 3.11.0. Anyway, it appears v3.3.2 of the official Maven Javadoc plugin which fixes this issue, also fixes our other issues e.g. https://shibboleth.atlassian.net/browse/JPAR-161. So we can finally revert to the official version.

In addition, v3.4.0 of the javadoc plugin has been released. This version removes backward compatibility with the older reporting-api (which 3.3.2 maintains). I doubt we need to maintain backward compatibility, so switching to 3.4.0 seems sensible.
