The fix here is something like

* Add a property saying “path is relative”
* start saving & uses idp-home relative paths
* Convert on load if path is absolute

* use idp home if it matches
* detect the installed idp home (and warn/info) if it is not what we expect. We can do this because at least one of the install files with be of the form OLD_IDP_HOME/dist/plugin-webapp/WEB-INF/stuff
