pulled together a minimal program. Its in the test jar for now (since it is internal only and we don’t need a new release for it)

java -cp <test-jar>;<path to WEB-INF>/lib/*;<path to bin>/lib/*  net.shibboleth.mvn.enforcer.cli.impl.ListKeysCLI -k <path to keyrings>

right now that yields

A total of 149 keys in 167 keyrings
