[JIRA] (JOIDC-83) Admin flow to read/delete client registrations

Supports GET/DELETE, client_id query string parameter.

Had to move the client manager out of the registration flow into global context since this has to access it, but that really should have been there anyway. Probably need to adjust that to be property-based.
