[JIRA] (JMETAGEN-3) Test Failures under Linux (ok on Windows)

The tests requires stuff to be set up in the local path, so turn the tests off by defauls
Add extra verbiage on what to do to turn the test on.

Add additional logging for when the `backchannel` parameter is present but does not resolve to an existing file
