When the IDP session is active (usually idp.session.enabled = true within idp.properties) the OIDC OP seems to provide SSO to the RP even if the RP is trying to escalete the security level by passing in a more restrictive ACR
Esemple steps:
* RP1 initiates login with ACR=LOA1
* OP
* authenticates the user with username+pwd
* asks for attribute release
* redirects user to RP1
* after some time (minutes) RP1 initiated another login, this time with ACR=LOA2
* OP
* BUG: does NOT ask for authentication
* asks for attribute release etc….
to me this seems a bug since the RP is asking for a different ACR which might imply different authentication mechanism
disabling the IDP session will in turn resolve the issue
