[JIRA] (IDP-1888) Add duplicate property detection to the context initializer

Installer seems to trip this in some way, not sure why. I installed a fresh snapshot and got this:

Seems like the installer must recurse in some way, or maybe it sets the property it's establishing internally somehow? Not sure yet.
