Some of this (maybe all of it for the one use case we added) is supported in 3.1 as there’s an ability to plug in a function to decide what scope a client can request for the client_credentials grant. It hadn’t been added yet to the other grants so we can make sure it’s working adequately but I think it’s probably more or less what’s being asked here. (Resource is also included in that, which matters as much, or more, than scope.)
