[JIRA] (IDP-1919) CAS validation flows don't run consent checking interceptor

I shored this up by adding a TicketState field for consented attributes, and adjusted the service ticket issuance to populate it if a new flag is set in the AttributeContext (for per-session consent) or if a new profile option is enabled.

The attribute-aware validation flows filter the attributes down further if there are consented attributes in the ticket state.

I did not attempt anything with proxy tickets, which I don't think really would make sense since the user can't consent to other services but the code would function if it were populated.
