Updated *AddAttributesToClaimsSet* to include a claim to the id_token when it was requested there via claims request. In practise this means that any claim is placed in the id_token if any of the following requirements is met:

* implicit flow
* the claim is included in the profile config’s always included attributes
* the claim is requested to id_token via claims request

In any case, the attribute filter rules must permit the claim to the requesting RP. Either via scopes or via xsi:type="oidc:AttributeInOIDCRequestedClaims” rules.
