For CAS purposes, I think this is fixed, added the consent checking flow to the validate flow(s) and did some very minimal testing with unit tests. You still have to turn this on with the condition bean we defined for doing that for SAML queries, it’s not elegant but it’s not possible to turn on by default.

I removed the condition causing the broader problems per https://shibboleth.atlassian.net/browse/IDP-1920 for now, while we look at this further.

The 4.2.0-SNAPSHOT nightly build for tomorrow should have both fixes. Any testing you can do is certainly welcome, particularly the CAS part.
