A simple addition to address this might be to just add a flag to the AttributeContext that’s toggled on if consent runs. It’s storing the consented attributes back into the context. If that runs regardless of per-attribute consent (and I think it does), we could just toggle a flag in the context there in the ReleaseAttributes action.
