We crossed streams, I filed this as a slightly broader issue because I think the embedded condition is questionable to begin with at this point, or at least needs some review to understand the intent. I’ll close this as a duplicate and track it in https://shibboleth.atlassian.net/browse/IDP-1920.

I noticed the CAS part as well. CAS doesn’t actually honor consent as it is, which is one reason the condition is guarding that case, and we may have to leave that, or just document it, because we don’t have anybody to test a fix for that change.
