[JIRA] (IDP-1913) Plugin Cli Test fails when plugin revised.

The fundamental issue is that the totp plugin V1.0.0 (which was being used for the test) doesn’t work with IdP 4.2.

Changing that to use metadatagen flushed a series of other issues

All are now fixed.
