I like having the IdP do the issuing. Honestly don’t know why I didn’t think of that since, as you said, the IdP already issues other tokens. Why not??? So, yes, that sounds great.

My preference would be to have a scriptable condition for who’s allowed to get a token. Once authenticated, we’d run that condition which would, in my case, check for group membership stating that the user was in teh group of users authorized to register clients.
