I’m using a custom RP and an OP installed “the usual way” inside the IDP, the above URL initiated the OIDC login process and abpve analysis had been obatining attaching the debugger and placing the breakpoint on the “if (claims instanceof” line.
This does NOT happen if the request is not signed (i.e. if the “claims” param is justa another url param)

p.s.: you should definitely enable threaded comments in Jira
