Even if the code is the same we need a new artifact, This is because

* The MSI installer builds from a build jetty-base
* The jetty base references (because it includes) the jetty-dta-ssl
* But that is built against Java 8 (because that is what Jetty9.4 needs
* Which means the V7 parent project
* Which uses http: URLs
* So maven fails to build jetty base.

Proposed work
-------------

* Keep the repo the same (jetty94-dta-ssl)

* Perhaps this should be renamed (or recloned) and become jetty-version-less (jetty-dta-ssl)

* Change the generated artifact group to net.shibboleth.utilities.jetty10

* Or remove the version entirely

* Change the generated artifact group to jetty10-dta-ssl

* Or remove the version entirely

* Reparent to 11.2.1
* Build 1.0.0
* Change the CI job appropriately

I’m happy to do all the above except:

* I cannot create a new git repository
* I cannot do the build
