[JIRA] (IDP-1905) Ignore keys without values

I believe that I have fixed this.

I have also added support for lines beginning -. Although these may have equals signs in them they cannot be treated as properties because otherwise all the -module=foo lines would collapse into one.

This is beginning to not look much like a property files, but it does the job.
