I happened to be doing a build anyway and it turns out that up to the IdP, getting m2 checking is down to these two signatures:

jakarta.servlet-api           : 5.0.0          KeyId (0x6D9567281201E5E3) not found in keyring for jakarta.servlet
jakarta.servlet.jsp-api       : 3.0.0          KeyId (0x1FE771E34EF57D42) not found in keyring for jakarta.servlet.jsp
