I tweaked the design slghtly but not all that significantly, it just makes the secondary handlers ever so slightly simpler and less intertwined.

Handlers that override init() essentially disallow secondary handlers, while overriding doInit() will automatically do so providing they supply a qualifier to use in looking up the handler files. Will add a check for that now.
