Added a JWE Decrypter and tests in the dev branch https://git.shibboleth.net/view/?p=java-oidc-common.git;a=shortlog;h=refs/heads/dev/JCOMOIDC-41 Supports Direct Encryption, Key Encryption, Key wrapping, and Key agreement algorithms. Assuming the correct credentials are supplied.

Checks against included and excluded algorithms using the JWA algorithm names (as algo ID strings, no URIs are available).
