After some trial and error, I find that the correct mirrorlist URL is: https://mirrors.rockylinux.org/mirrorlist?arch=x86_64&repo=rocky-plus-9.0

I can’t find a YUM parameter that will expand to “9.0” ($releasever is only “9”), so this will require a somewhat fragile patch. Time permitting I will call the RL Infra team’s attention to it.
