We have had two ocurrences when maven has dowloaded a jar file without the associated pom file.

The latest (as per JPAR-190 ( https://shibboleth.atlassian.net/browse/JPAR-190 ) Open is org.codehaus.plexus:plexus-utils:jar:1.1

We read the pim because it's handy but in theory we don't need that to get the artifact coordinates.
