So…. That's ‘interesting’

I didn some random walk debugging by changing poms to

* Add the dependency that the maven enforcer mojo has on the (shibboleth) enforcer plugin to the idp parent pom (no difference)
* Added the enforcer stanza to other projects to see if could reproduce the bug there (I have build a version of the deploy plugin with extra logging so I know whether this is a different classpath MOJO. (No difference)
* *Entirely Removed* the enforcer stanza from the distribution pom (No difference)

The error is still being provoked from the idp-distribution build but AFAICS in the version I am looking at (maint-4.1) it isn’t the enforcer.

Until I am certain of that I am going to keep on investigating this under the guise of this being an enforcer bug.

I think I might try mainline next,

for the record the command line I am now down to is

H:\Perforce\Juno\V3\java-identity-provider\idp-parent [maint-4.1 ≡ +3 ~1 -0 !]> mvn -D deployAtEnd=true deploy -D skipTests
