[JIRA] (IDP-1902) Support alternative RelyingPartyContext lookup in RP config resolver

The assumptions here run deeper than just the resolver itself, the whole thing is layered on top of manufacturing Predicates that assume where the RP context can be. Will take more work to pull this off. There is a delegating resolver that's criteria based but I'm not sure I want to risk moving the whole code base over to it.
