As per https://shibboleth.atlassian.net/browse/JPAR-205 ( https://shibboleth.atlassian.net/browse/JPAR-205 ) the circularity between the enforcer and the parent project is mind bending.

If it is feasible (and the dependencies are minimal enough) it would be nicer if the enforcer and enforcer-data could have their own miniparent.

I suspect that it will be cut & paste for the plugin dependencies (and the repos and so on).
