Add a validator that checks any ‘essential’ ACR claim (inside a claims request) is contained in the token claims response. ACR’s are mapped and evaluated elsewhere in the system, but this would catch if the claim is missing in the token validation phase. It is not intended to understand the semantics of those claims.
