Add an activation condition for the ‘auth_time’ claim that activates iff:

* The ‘max_age’ parameter was set
* The ‘auth_time’ claim was requested inside the id_token as ESSENTIAL
* The ‘auth_time’ claim was requested inside the id_token as VOLUNTARY and the ‘auth_time’ claim exists in the claims set.
