That second issue is different, that’s an explicit feature in SAML NameIDs called Affiliations, allowing SPs to share an SPNameQualifier and it is completely unsupported by anything but us. OpenID has it of course also, sector_id. I did NOT replicate that feature in the SAML pairwise-id subject attribute spec either, since it’s extremely complex to pull off and nobody bothers.
