I see, that does seem a better place for it. And it is OK if that bean defines settings that both the RP and OP use, the RP using a particular subset, and the OP another subset?

If so, I will just check my workings and think about the default security settings, which could perhaps also exist in commons, although it is a bit messy for now, and needs refactoring. Worst case the RP could change the default security config via the idp.security...config property to one it directly controlled.
