[JIRA] (IDP-1940) Runtime exception when flow event lacks transition rule

This arose from a case where an old copy of the events flow was missing the global transition that remaps invalid events to InvalidEvent, and instead they were dropping into the HandleError step. Given that things are correct now, it's probably better to just leave it and if somebody runs into it at least the bug will be searchable.
