Do we want to do this in an API preserving manner (and hence in 4.3?)

Its sort of weird in that we would be removing a method from an impl class (hence safe in 4.3) and adding something to and API class (which would only be used in the impl function). I think adding a method is API-change safe

Noting also that the PRC strategy is only used in metrics .
