this file on jetty 10.0.9 doesn't works

2022-04-29 17:26:01.726:ERROR:oejx.XmlParser:main: SAX Parse Issue @null line:1 col:59 : org.xml.sax.SAXParseException; lineNumber: 1; columnNumber: 59; cvc-elt.1.a: Cannot find the declaration of element 'Configure'.

You have to add before <Configure> tag

<?xml version="1.0" encoding="ISO-8859-1"?>
<!DOCTYPE Configure PUBLIC "-//Mort Bay Consulting//DTD Configure//EN" "http://www.eclipse.org/jetty/configure.dtd">
