Due to https://shibboleth.atlassian.net/browse/IDP-1943 , we have a case of an absent conditional import that trips a bug in the IdP on Windows.

Because I don’t see a simple fix for the underlying issue, I think the expedient course is just to add a templated file to make the conditional import work cleanly in the next update. Generally we don’t have absent conditional flow imports even though it does work when the bug isn’t tripped.
