Build Windows installer ( https://shibboleth.atlassian.net/wiki/spaces/DEV/pages/1135444563/V3V4WindowsInstaller )

* download new zip and zip/asc (other three files are all inherited from 4.1.6)
* Build MSI.\jetty.bat ..\..\..\..\..\Downloads4.1.7.0\commons-daemon-1.2.4-bin-windows.zip ..\..\..\..\..\Downloads4.1.7.0\jetty-distribution-9.4.44.v20210927.zip
* Build MSI.\IdP.bat ..........\Downloads4.1.7.0\shibboleth-identity-provider-4.1.7.zip ..........\Downloads4.1.7.0\idp-jetty-base-for-9.4.44-WINDOWS-LOGBACK-1.2.10.zip
* Smoke test
* Sign and checksum
* push to http://shibboleth.net
* add & commit the asc files used to make the release
* tag and push tag.
