Release java-idp-oidc 3.1.0

mvn -Dmaven.repo.local=$REPO -Prelease clean verify

## update to non snapshot
mvn -Dmaven.repo.local=$REPO -DgenerateBackupPoms=false -DnewVersion=3.1.0 versions:set

## lock parent to 11.3.2, idp to 4.2.0, opensaml to 4.2.0, oidc-commons to 2.0.0
## 11.3.2 parent used instead of 11.3.1, as it contains keyring for this plugin
vi pom.xml

##check build
mvn -Dmaven.repo.local=$REPO -Pelease clean verify

#Check no SNAPSHOT
find . -name 'pom.xml' -exec grep SNAPSHOT {} \;

## check git status and add
git status
git add -A
git commit -m 'Update files to be tagged for release'
git tag -s -m 'Tag 3.1.0 release’ 3.1.0

#set version back
