[JIRA] (IDP-1888) Add duplicate property detection to the context initializer

I'm going to reopon this since its still funky on Windows. I'll try to get to this but my interrupt stack is looking a bit precarious.

The below is from a clean install from last night's SNAPSHOT.

if I had a swap it would be that h:\testdir\id2\bin\..\conf\admin\admin.properties does not equal file [h:\testdir\id2\bin\..\conf\admin\admin.properties]
