bcpkix-jdk15on was easy to remove from bin/lib

Jcommander was required rather more work (it needs to be specified as scope provided wherever it is used, whereas when it was scope compile it could be inherited from idp-core,

But building a kit and installing it still allowed the IdP to start up (which we decided was the required test),
