This is likely a parent POM change but since it's functionally an OpenSAML issue, filing here. According to upstream, the Santuario dependency on JAXB is limited to the StAX code even on initialization. If that's true, we should be able to exclude it from the build, and verify tests and so forth.

This has some value because not only is it one less set of jars but it's also migrating to Jakarta too, so could eliminate a source of conflict.
