Decided in the team meeting 01-Oct:

It would be nice if, at the end of a build, we could signature check every pom & jar file in the local maven repository.

Work can stop at each step but

* First step is to scope the work.
* Second step is to build a prototype
* Third step is to populate the keyRings and I would imagine I would be looking for assistance there
